Harris County flood projects face 20-month bidding delays, activist says

Bob Rehak says Harris County Purchasing has taken up to 20 months to bid simple Harris County Flood Control District projects, a delay he says is far beyond normal timelines. He says the slowdown has worsened since Hurricane Harvey in 2017, pushing critical flood work farther out while storms keep arriving on the Gulf Coast.

The Harris County Flood Control District was created by the Texas Legislature in 1937 and is governed by Harris County Commissioners Court. Its procurement pages show that construction bids are a routine part of getting work done, with current and past bid opportunities posted as part of the district’s normal process. When that bidding step drags on for nearly two years, detention basins, channel work and drainage fixes can sit on hold instead of moving into construction.

That delay matters because Harris County’s flood-control system is still carrying the burden of the countywide push that followed Harvey. Every month spent in procurement is a month when neighborhoods remain exposed to the next heavy rain, especially in a county where drainage upgrades are supposed to reduce street flooding before the water rises again.

The procurement concerns also land in the middle of broader pressure on the county’s flood program. ABC13 Houston said on May 6, 2026, that several Harris County flood projects could miss a federal funding deadline, putting millions at risk. That added urgency to questions about whether the county can keep pace with its deadlines and deliver the projects voters and federal funders have been promised.

Houston Public Media reported on Oct. 7, 2025 that HCFCD disputed allegations of contract-process violations and said an audit covered a transition period while the district was implementing reforms and updating procedures. Taken together, the bidding delays, the deadline pressure and the earlier contract dispute show a flood program under strain at the same moment Harris County residents are still waiting for the basin, channel and drainage work that is supposed to make their neighborhoods safer.
