Houston ISD teacher charged in improper relationship with student

Houston ISD teacher Jesse Sifuentes, 40, was charged after a former student came forward, and court records allege he had sex at least eight times with an 18-year-old student while he was teaching. Records say the sexual relationship began shortly after the student turned 18.

The charge pushes this case beyond a personnel problem and into criminal court, where the most urgent accountability questions are when HISD first learned of the allegation and whether any earlier complaints or warning signs were already on file. For parents in Houston and across Harris County, that timeline matters as much as the accusation itself because schools are supposed to stop boundary violations before they become abuse cases.

HISD says its Student Code of Conduct is intended to provide a safe and stable school environment and is based on federal and state laws and board regulations. Texas Education Agency misconduct rules, along with district reporting laws, require campus leaders and superintendents to move suspected misconduct up the chain, and school systems have added duties to report certain cases to the State Board for Educator Certification and TEA. Title IX also bars sex discrimination and sexual harassment in schools that receive federal funding, which is why allegations like this trigger more than an internal HR review.

Families now have reason to ask whether a complaint was made before the arrest, who received it, whether the campus principal or central office was notified, and whether the teacher was immediately separated from students. Those are the safeguards meant to keep a campus from overlooking conduct that crosses legal and ethical lines, especially when the allegations involve an adult employee and a student in a public school setting.

The Sifuentes case also fits a pattern that has kept pressure on Houston-area districts. In 2024, former HISD teacher Dale Vanwright was accused of child indecency and improper relationship with a 14-year-old student. In 2023, an HISD middle school math teacher was accused of improper relationships with two 14-year-old students, and another former HISD history teacher was charged with improper relationship with a student. In March 2025, a Tanglewood teacher pleaded guilty to indecency with a child and received 10 years’ probation.

Texas Education Agency data cited earlier this year showed investigations into inappropriate educator relationships in Texas were up more than 150%, a sign that districts across the state are under growing scrutiny. For HISD, the key issue now is whether the district can show exactly when it learned of the allegation and how quickly it acted to protect students.
